It apparently took a global pandemic and corresponding economic shutdown of entire nations' economies for the American public to realize that surprisingly, the US military relies heavily for supplies involved in weapons systems manufacturing just south of the border.

Remember, too, that China is an importer of agricultural products such as soybeans.
And let's not overlook the fact that as the nation that gave the world the coronavirus, China is also experiencing a massive number of deaths and illnesses. Many more, I'll wager, than the Chinese communist leaders admit to.

And as oil falls below $0, China is madly buying up reserves from Alaska, Canada and Brazil for stockpiling. China doesn’t report inventories, so the rate at which it fills stockpiles is almost always a game of guesstimates. Surprise surprise.

Depends on the circumstances. China could co-opt the free market and acquire as much oil as able... at least until The West wised up! Thing is, everyone has oil. (Europe?) Everyone has the ability to convert their economies to a war footing. How quickly we can do that? China and Russia could do that quite quickly, as could the US. Europe would feign shock and moral equivocation, delaying their actions. Australia and NZ are completely unprepared. Not sure about Canada and the UK.
