Back in the 80-90s when computers really kicked into being a vital workstation tool Microsoft had their basic games inbuilt (Solataire, Minesweeper etc).
And back then most employees wouldn't have been too familiar with mouse usage then companies would advocate/condone the usage of employees playing computers games during work hours.
But now with the internet, some employees have really pushed the envelope and abused the whole access issue.

It obviously kept him content, but he couldn't have been any older than 2, if that.
Toddlers sensory and cognitive development is crucial, for dexterity, ever seen a kid tie their shoe laces online, gosh, the rate they're going, they wont even be able to hold a sandwich, much less peel a banana for playlunch.

It's quite scary. Generation X, Y and Z all have a predilection to addiction to computers and what are they going to be like when they hit middle age? Will their limbs work properly. Will they have brain cancer or worse still only partial use of their brain? There is also the worry that if ever there was some massive power failure - these generations won't be able to write properly or do sums.
