In her speech today to open the Commonwealth Heads of Government Meeting business forum in Perth, the Prime Minister will say Europe's response has been slow and inadequate and the world wants a ''convincing plan'' to emerge from the emergency European Union summit being held tomorrow.
''While the epicentre of the crisis is Europe, all of us as Commonwealth member nations stand to suffer if the correct response is not forthcoming,'' she will say.
''Those of us in Commonwealth countries who have worked so hard to maintain prudent financial oversight and balanced growth.
''Those of us who have worked so hard, especially in Africa, to boost governance, democracy and the rule of law. Those of us who rely upon the flow of remittances from our workers abroad to sustain our economies at home.''
Of the 54 nations, five, including Australia, are members of the Group of 20. Ms Gillard will go to France after CHOGM for the G20 leaders' summit, which will be consumed by the euro crisis.

As we speak the EU heads are bunkered down in the final stages of planning for a plan that will bring forth a plan for the future financial stability of Europe. They are taking this very seriously... They have been planing the planing for a plan since this mess began.
