
JULIA Gillard will ask Australians to remain calm and offer reassurance if terrorists attack Australian soil.
According to a draft address prepared by national security, the Prime Minister will tell the nation: "I ask the people of Australia at this time to remain calm.
"We should not allow terrorism to impact upon the way of life we value so highly.
"I wish to reassure Australians that all of Australia's governments, police forces, emergency services, security and intelligence agencies are doing all they can to prevent further attacks and help those who have been affected.
"Safeguarding the community from further terrorist attack is the Australian government's highest priority."
Fairfax papers report that the draft statement has been rehearsed in national counter-terrorism exercises.
The statement's key messages include public reassurance, educating the community about Australia's preparedness to respond to terrorist attacks and praising first responders and recovery workers.
Security guidelines seen by Fairfax papers urge security and police agencies to co-operate with journalists because "how an incident is reported by domestic and international mass media outlets and how journalists themselves judge the actions of government agencies will shape public confidence and influence views on whether the incident is successfully resolved".
The guidelines state that journalists should be encouraged to get their information from government spokespeople rather than "ill-informed" academics or unofficial terrorism experts.
They also highlight "the dangers of live coverage of eyewitness accounts, which may create fear and alarm".
A media blackout would be imposed "only in extreme circumstances".
