Tighten eligibility for the dole. Those who do qualify should only do so IF they meet all their mutual obligations.

What a cluster fuck they left in regards to energy. It turns out they were warned in advance that there would be a supply issue, but buried it because there was an election coming, rather than taking steps to try and limit the damage.
