I appreciate that a lot of people fall through the cracks , but if you hit the top end to hard, the wealthy will pack up their sticks and move to a country with a more favorable tax regime and that will only exacerbate the problem , socialism/communism has proven to be a failure wherever it has been introduced , In my opinion the system we have is about a good as it gets, having said that there is always a little wriggle room to try and improve life for the impoverished , but they need to accept a bit of personal responsibility along the way, Dont have too many kids, drink in moderation and dont smoke or gamble ,,
