Navigation devices and GPS units

A navigation device (including a GPS unit) can be in operation but it must be an integrated part of the vehicle design, or secured in a commercially designed holder, which is fixed to the vehicle. A driver is required to have proper control of a vehicle, the entering of address information in a GPS while a vehicle is moving would be contrary to this rule. Address information should only be entered while a vehicle is pulled over and parked. Taking your eyes off the road for more than 2 seconds doubles the risk of crash. Alternatively, voice recognition is strongly recommended.

All learner and probationary car and rider licence holders and riders with an E condition can operate a navigation device if it meets the above requirements and it is not part of or a functionality of a mobile phone.

Note: The mounting of a mobile phone should not obscure the drivers view of the road

ONE of WA’s worst drivers, who killed three innocent people in three separate crashes, has been released from jail prompting a plea from the family of one of his victims to “stop him taking another innocent life”.

Kevin David Barron was freed on Monday after serving his entire seven-and-a-half year sentence for the death of 60-year-old John Donnelly who was struck and killed as he walked home in Sawyers Valley in 2007.

His release also drew criticism from Police Minister Liza Harvey who said the community had a right to be alarmed he was free.

After it emerged Barron was no longer behind bars, Mr Donnelly’s son Daniel issued a heartfelt plea on social media for people to be on alert that Barron was now roaming free in the community.

“Barron is the driver who ran down and killed my dad, four days before Christmas back in 2007,” he posted on Facebook. “While Barron walks free and returns home to his family, my family will never see our father again. Our loss is a life sentence.
“Any reasonable person would surely have learnt their lesson after being caught over the blood alcohol limit once, let alone killing someone because of it.

“But Barron has never learnt his lesson. He’s continued to reoffend. Now, he’s finally been given a life driving ban. But given his history, we have no faith that he’ll abide by that.

“If you live in WA, please share this and plaster this man’s face everywhere. He’s a risk to the WA public. And it’s up to all of us to stop him taking another innocent life.”

Barron’s release from Wooroloo Prison Farm has also prompted a response from Deputy Premier and Police Minister Liza Harvey who said the community had every right to be alarmed the serial dangerous driver was now free.
She said his sentence was inadequate and also flagged that she could change the law to toughen penalties for drunk drivers who killed and seriously injured people following a review of sentences imposed in these cases.

Barron was nearly four times above the legal limit when he struck and killed Mr Donnelly in December 2007.

He was sentenced in 2009 — his third dangerous driving causing death conviction.

Barron was first jailed for 12 months for a crash that claimed the life of his 19-year-old brother Denis in 1983.

His second, in 1996, he was sentenced to 18 months behind bars over another crash that killed a workmate, who was a passenger in his car.

After his latest fatal crash, Barron was handed a lifetime driving ban.

Mrs Harvey said anybody who had any information about Barron breaching that ban should contact police. She said the community could not be sure that he would never drive again.

“Police are going to watch him very carefully,” Mrs Harvey said.

“This sentence is not consistent with community expectations. He could have been put away for 20 years and he wasn’t.”

Mrs Harvey said after the sentencing of the man who killed father of two Martin Roberts in January 2015 — who was handed a four-and-a-half year jail term — she ordered a review into all sentencing outcomes for drunk drivers who killed and maimed people.

“If I find that those sentences are inconsistent with community expectations, which I think they will be, I’ll be changing them,” she said.

I don't know. I actually like this law. When traveling, my passenger is always clicking on some shit and stupid videos. If we had this law, I could've used it for excuse to ban them from using mobile devices in my car, or better - ask them for a deposit of money if they're gonna use it

I use my phone on a windshield magnetic mount for navigation next to the A pillar. I wonder if they would hassle me for that. I drive to a different job site every day and need to use navigation. I guess I could go back to the old days of looking up the site on a map and memorizing the route, but my nav is much easier.

It sounds like the cop was just trying to fill out his quota or he wanted to flirt. She must have shot him down.

Cops in Australia don't try to flirt with hot babes -
they are more professional than in Texas.

Cops like to see that because they know you are law abiding and background checked. It helps when you are pulled over.

Once they know who they are likely dealing with, they approach the vehicle. We are expected to present our LTC when we give him our ID and the cop has the right to disarm me for the duration of the stop. Usually, they ask me where my gun is, I tell them, and they just tell me to leave it there and don't make sudden moves. He takes my license, and proof of insurance back to his car, where he either writes a citation or gives me a warning. He returns to the car and gives me my credentials along with whatever paperwork he has for me to sign and we go on our separate ways.

A cop would much rather see a person with an LTC. They are background checked, proficiency tested, have no felonies, substance abuse issues, domestic violence history, dishonorable military discharge, or mental illness history. Anyone who can legally OWN a gun can carry it concealed in their car. The cop would rather deal with a known quantity than a random stranger. We often talk on the side of the highway about what kind of guns we carry. It's happened more than once to me. My LTC says that I am a military veteran and that also gives me "brownie points".

Same here, but they only know who owns the car. I drive a company owned vehicle and the cop has no idea who I am until I hand him my ID. I own multiple vehicles and anybody in my family could be driving them.
