In Canberra, which has the Leasehold system rather than Freehold ... the Land Rates are on Unimproved Value of the Land. It used to be said that the Valuers made sure that the suburb they lived in never got a rise in land value.

We get charged Water and Sewage Rates from a separate entity, who also charges us for Electricity.
