As to them actually being a Communist Party, they are in name only. You may have forgotten Deng Xiaoping? Guess what the Chinese people took to, like ducks to water? Capitalism with a big capital "C". Today, money rules in China, rather as money rules everywhere else. If you're sick, don't bother going to a Chinese hospital unless you can afford to pay for the treatment, up front.

As for whether the government would allow it or not, with the Chinese owning beef, agriculture, ports and airports they would be hard pushed stopping it.
