It'll be a judicial inquiry, it will hardly involve Abbott or the Coalition except to set it in motion.

They have already had an inquiry. There was the absolute farce set up by Howard in the mid 2000's....Cole's utterly useless Royal Commission into the Building and Construction Industry which provided nothing other than a fee feast for the Lawyers involved. Not one person was charged with any offence as a result of that Royal Commission (apart, from memory, some Union thug/idiot who ignored a requirement that he attend to give evidence.) Cole later retired as a joke in the Legal Community, and his Report was most appropriately used (if you can believe Alan Jones) as door stoppers.

Terms of Reference
The Commissioner was appointed to investigate certain matters in relation to the building and construction industry. Those matters were defined in the Letters Patent as follows:[8]

(c) taking into account your findings in relation to the matters referred to in the preceding paragraphs and other relevant matters, any measures, including legislative and administrative changes, to improve practices or conduct in the building and construction industry or to deter unlawful or inappropriate practices or conduct in relation to that industry.
