I read somewhere that they were making "up to" $400 per day ... per person, I presume. Not bad for "begging". I actually thought that begging was against the law.

They make pretty good money from gullible saps. I flew into El Paso and checked into a hotel. Just before I got to the hotel, I passed some bums begging under a highway overpass. They pulled into the hotel and got in line behind me at the hotel. They got separate rooms and were talking about their homes a couple of hours away. As I walked outside to park my car, I noticed one of them opening his trunk. It was FULL of iced beer. It was all a big party for them.
Every once in a while, we’ll get an investigative story on the local news. A reporter will follow a “homeless “ person to their $50k car at the end of the day. Since they get money from my taxes, that’s all they get nowadays.
The one that says the least can often have a very different perspective and hold the answer. The least qualified person may hold the most wisdom. When you don’t have knowledge or experience blocking your perspective, you can see problems and solutions.
