You vote in order of preference.
It has always been the case that you don't have the full number of candidates listed for the vote to be valid.
So you can vote for 1, 2 or 3 candidates in your order of preference.

Optional preferential then... be nice if the constitution was as concise.

Precedent in which the Constitution states MAY be followed... precedent only means something has happened before... not that it should have or will ever happen again.

If we have a clear winner, count back is not required. Your vote will be valid as every election has to date has this feature in the voting patterns.
