That would be 100% correct I reckon!
England has a cold winter means—no global warming full stop! Effect on Gulf Stream of all that melting Arctic/Greenland ice—Andy wouldn’t know what it is. NE America gets hit with blizzards/snowstorms means—no global warming full stop! has he heard Canada is having quite warm winters, with the pine bark beetle able to over winter in huge numbers wreaking havoc on the confifer forests? Andy wouldn’t have a fucking clue! Those pinebark beetles of course are one of those tipping points. I have also seen him misread graphs etc.
Mind you, I'm equally disdainful of the climate change people who say every little event is due to climate change.
The Mayans predicted the end of the world in December 2012, but they didn't see the Spanish coming

Bob Brown is pretty bloody bad at that. Every bush fire, cyclone “Global Warming!”
To be fair to Andy, the British Met Office doesn’t think their severe winters are due to weakening of the Gulf Stream but I think a third harsh winter would make their position less tenable. The Aust BuMet pointed out that while UK winters have been severe in other parts of Europe winters have been unusually warm. Also have seen reports migratory birds now arrive in Britain before spring arrives there—spring arrives later and in other places migratory birds settle noticeably more polewards than normal.

Those programs came with significant safety and administration problems which led to serious conquences including death and maiming. Nothing to be proud of there.
Schools and their buildings are the responsibility of state authorities and not federal authorities... so that you complain about the lack of school buildings being built is a state issue and not a federal issue. The fed govt just sort to find programs and linking it to their education revolution made sense... just a pity that the private schools got better bang for their buck than did the public schools... which shows again, poor administration and focus in the state school funding and organizational procedures.

Sappho, you need to look beyond the headlines. 4 deaths of workers in a year, yes very sad, no argument. But because there are now standards the death toll wasn’t higher: without a HIP the 1.2m houses that were retrofitted with insulation would have seen more deaths than 4, but because they would have been spread over say 20 years you wouldn’t hear about them. We would also expect there to be well over 400 house fires not the less than 200 there actually were.
The purpose of the BER was stimulus.
