This is the company my friend worked for, (engineer).
At the time my friend worked there, (about a year ago) this is the only company in Australia, (they take their equipment global) with specialist equipment to build and identify flaws in the European roads you mention, (13-bar lasers) , deep penetrating sonar devices,and digital cameras to detect faults, (as they drive along) along with seismograph machines whereby they drop a 3 ton weight on a road then set out their sensors to pick up vibrations in the ground, to tell them how stable the ground is and compared to other nations roads, according to these guys, our roads are medieval.... I kid you not.
We are a long way from flyways and the European Jetson carriage ways you mention my friend... for years, and years, we have spent money plugging up our holes with tar...(we don't even use this technology on our roads...lol) ... not actually fixing them, our roads are unfit to do high speeds on, even some of our nations best roads.
The biggest problem is we leave repairs too long, once water gets under the road, it causes voids, pot-holes, and the road starts breaking up, even after the repairs have been carried out.
Swift maintenance , the way they do things on the Auto-barn in Europe with road-maintenance teams constantly searching for cracks who are there on the scene after car accidents to fix the road whilst the vehicles being loaded onto the back of a truck is the only way....but we are fucking hopeless, .....don't have two cents to rub together.

Pasta, it's not as simple as building a nice new road... it's costs big $$$$$$.
