Gillard never met chief scientist

TENSION between the federal government and its top scientific adviser were exposed yesterday with revelations she was not asked for advice before a world conference on climate change.
Outgoing chief scientist Penny Sackett, whose shock resignation halfway through a five-year term was announced last week, also told a Senate estimates hearing yesterday that she had not met Julia Gillard, and met former prime minister Kevin Rudd only once.
She said she had not been invited to the United Nations climate change summit in Copenhagen in 2009 to assist with negotiations or advise on the science, nor was she called on in the lead-up to give advice on emissions targets.
Professor Sackett - a physicist by training and astronomer by profession, who has resigned for ''personal'' reasons - has long been an advocate for urgent action on climate change, arguing that Australia will be at an economic disadvantage if action is delayed.
She reiterated yesterday her call for urgent action. ''It is my firm view that all countries should immediately seek ways to reduce global greenhouse gas emissions and prepare for the effects of climate change that are already under way and those that we expect from emissions already in the atmosphere,'' she told the committee.
Asked by Greens senator Christine Milne to point to policy that reflected advice she gave to government over her 2½ years in her position, Professor Sackett said it would be inappropriate to comment. She was confident all her advice ''has been considered'', she said.
But she hinted at confusion over the role of chief scientist. ''A decision has to be made by the government to set the boundaries for what it would like to be achieved in the role,'' she said.
Professor Sackett expressed frustration that the boundaries between science and policy were being blurred. ''Scientists must communicate but be clear when they are talking about science and when they are talking about policy,'' she told the senate economics legislation committee.
She said while science was ''not the complete answer'' it provided evidence to help in making decisions.
Science Minister Kim Carr said he met Professor Sackett about once a month. ''Through those and other meetings she has provided advice to government on a wide range of issues.''

It would be better if applied globally - hence the great effort to get a global agreement. However it is wrong to conclude that it does not make sense locally as well. Among the factors responsible for Australia's energy price increases have been massive investment in transmission and distribution networks and movements in the wholesale markets driven by the country's droughts and mining boom, said the report, released Monday by the Australian Industry Group.
The report comes amid a stalemate in negotiations in Canberra over the shape of the country's carbon pricing scheme.

The majority of Australians are with the scientific community on climate change and support genuine action. This has been the case for at least a decade.
