Are there still people who think that welfare is akin to stealing?

A welfare saftey net is a sign of a compasionate society, regardless of abuse by selfishness (which should be weeded out).

Does it also help to keep a labour surplus in reserve for economic upturn?

Welfare reduces crime and corruption ... and so improves the quality of life for most.

Well, I'd like to think they did it on compasionate grounds, rather than to avoid the law and order costs of policing hungry mobs :P

Apparently in ancient Rome many landholders were unable to repay debts to priest bankers in gold talons as agreed due to a shortage of gold talons in circulation, and with a 33 & 1/3rd% per annum interest rate repaying debt to the temple banks became an impossible task.
The dispossesed land holders loitered in the city centre and became known as 'the Mob'

The senate was concerned the Mob would rob merchants and negatively impact comerce, so invented the dole.

I'm all for helping out those in genuine need, but what we have in Australia is middle class welfare and tax churn.
