The child support office is part of the ATO. They garnish wages and force you to pay. They don't ask permission

They used to under the Libs. There are also heaps of payors who move around the country. When the Child Support Agency doesn't have an address and the payee doesn't have details of a bank account - the case is put in the too hard basket. Tradesmen and the like often manage to wiggle out of it as well.

I'm assuming most payees give up after a while - it's not worth the hassle.
