Legally he may not be responsible but how many guns has he handled over his career? Quite a few no doubt. You'd have to be a complete idiot to point a gun at someone and pull the trigger without personally checking it, no matter who cleared it before it was handed to you.

That would be the first rule of handling a gun. Prop gun or otherwise.

The actors should all be trained to personally check the guns they will use
to make sure they are loaded with blanks.
Plus there shouldn't have been any real ammunition on that site.
However - you should never point any gun at someone -
yet alone pull the trigger.

In a way he is because of his bullying ways and obnoxious behavior, I believe he deliberately pointed the gun at the person he shot. He never believed it was loaded with live ammo, he just wanted to frighten and intimidate his victim. According to him in a report I read, he had never fired a live round before in his life and had no true gun handling training.

Way more to it than that. Baldwin is a producer.
