Victoria has recorded 1,838 new locally acquired cases of COVID-19 and five deaths.
Key points:
The highest ever daily tally for the state is still likely far from the peak of new infections
The government plans to have international students returning to the state by the end of the year
Victorians living with a disability will no longer need appointments to get vaccinated at state hubs from today
It marks the highest daily case tally in any Australian jurisdiction since the beginning of the pandemic.
The peak of Victoria's daily infections is projected to still be weeks away, with social gatherings around the AFL grand final weekend linked to the surge in numbers.
However, health authorities have said the state is still on track to reach the vaccination targets set out in Victoria's roadmap in order to lift lockdowns.
There were 36,600 doses of COVID-19 vaccines administered at state-run sites yesterday, and tens of thousands more through GPs and pharmacies.
More than 84 per cent of Victorians have received one dose of a COVID-19 vaccine, while more than 55 per cent are now fully vaccinated.
The cases were identified from 77,554 tests processed on Thursday.
It brings the total number of active cases in the state to 16,823, which is another record for the state.
The five deaths bring the toll for the current outbreak to 75.

Victorian police have issued Premier Daniel Andrews with $400 worth of fines for breaching COVID-19 directions after being filmed without a mask before attending Parliament.
Key points:
Police issued the Premier with two infringement notices for breaching Chief Health Officer directions
Mr Andrews earlier said he would "of course" pay a fine if it is issued, or donate the same amount to charity if he is not
He apologised, saying while it was an oversight, "everyone needs to follow the rules"
Mr Andrews had apologised for the incidents, which took place as he walked across the Parliament carpark to speak to journalists on Wednesday and Thursday mornings.
"Victoria Police can confirm it has issued two infringement notices to Premier Daniel Andrews for breaching Chief Health Officer directions," a police spokesperson said in a statement.
"Premier Andrews received two fines today (8 October) for not wearing a mask, each to the value of $200."
Footage taken of Mr Andrews arriving at Parliament on Thursday morning showed him walking without a mask from a car before he immediately started fielding questions from the media outside the building.
All Victorians over age 12 must wear a face mask when leaving their home and must wear them in both indoor and outdoor settings, unless they have an exemption.
Politicians and journalists are exempt from wearing masks while working to respond to questions at press conferences or communicate over broadcast mediums.

preaching every day to all of us like some great wise sage on top of a mountain or the Pope -
when he’s a hypocrite who doesn’t follow his own insane rules.
Of course you shouldn’t have to wear a mask outdoors when you are well away from other people –
why should there be a curfew every night? –
does the virus know when it’s night time?
What more stupid, inane rules can he come up with?
