The billing system links this.
For prepaid SIMs, if you purchase with card card they have you if they want to track it down by goign back to the store.
You need to buy from the black market or be smart when you purchase a prepaid SIM to not be known.
Also you need to use a different phone s each phone has a unique ID too.
