Well yes but sometimes in places in the world they are an oasis.

E.G. I had to work in J'burg for about 10 months a few years ago.
I was just not safe anywhere so I lived in a hotel in a Casino. It was great. A European street feel as it was so big.

I stopped going to the tables in a few weeks and found it boring. Plus I never really won and the free drinks didn't make it worthwhile. (as I don't drink, so free cokes)

As to miserable, I would look around and clearly see people addicted and in some cases clearly spending everything they have. It is a miserable place unless you go there to not gamble. There are plenty of other things to do there if there is nowhere else to go.
