Five people have been found in Queensland having fled the recent Victorian lockdown, on top of a COVID-infected Melbourne couple who have sparked fury in the Sunshine State.

The five people have each been fined $4003 for breaching the state’s border ban to Victoria.

They include two women found in the Darling Downs on June 4 after crossing the border at Goondiwindi.

A man was also fined for having an untrue declaration on his border pass after crossing at Coolangatta, while two other people were found in the Wide Bay region with crossing at “no border pass at all”, Deputy Police Commissioner Steve Gollschewski said.

The Andrews government is secretly negotiating with three crossbenchers to introduce specific pandemic laws that would permanently replace controversial state of emergency powers and significantly change the way the state manages COVID-19 this year.

Demands made by the powerful crossbenchers in return for their support include a requirement that police record the racial appearance of people they stop or fine for breaching health directions, and that the government is forced to be more transparent with the information and trigger points behind interventions such as lockdowns. Disadvantaged Victorians would also be exempted or pay reduced fines if found contravening restrictions.

State of emergency laws have been active in Victoria since last March as the legal instrument that allows authorities to enforce a range of public health commands, including lockdowns, mandatory mask wearing and 14-day quarantine.


The Age can reveal the government is designing the new laws to cover all future pandemics, not just the coronavirus pandemic. It is intended that they will be in place by December, when the current state of emergency provisions expire, and a first draft is expected within the next two months.

The pandemic legislation will be permanently shaped by the demands of three upper-house crossbenchers: Animal Justice Party MP Andy Meddick, Reason Party MP Fiona Patten and Greens leader Samantha Ratnam.

That's good but it's a diversion from the main points.
5.5 million people were put under house arrest for 112 days.
We are still under restrictions as we speak.
They they want to have permanent powers to do that to us again.
This pandemic will never be over.

Aren't the crossbenchers trying to force the government to be more transparent though? If not for them Andrews would just be pushing through his own Marxist dictates. Maybe I am missing something?

I can't see why you think they have sold out and betrayed you. I'm not familiar with the position but it seems to me they are trying to make Dan be more accountable and transparent.

I am talking about the past as well as now.
They were the 3 pricks who allowed Dan to do all his Dirty deeds
with their votes in the upper house.
They are also approving permanent legislation to
keep us under lockdowns again and again.

Victorian Liberal Democrats MP David Limbrick says if the Victorian government tries to introduce permanent state of emergency powers it should be done with wide consultation and not "behind closed doors" with parliamentary crossbenchers.

Mr Limbrick alluded to an article in one of the Nine papers which reported the Victorian government was in secret negotiations with the three crossbenchers who supported their extensions of state of emergency powers, to introduce laws, permanent 'pandemic laws', to replace the state of emergency.

"If we're going to have these permanent emergency powers like surely there should be wide consultation with people who care about human rights and the freedoms of Victorians," Mr Limbrick said.

"It sounds like they're just doing secret deals behind closed doors to come up with god knows what.

"What I want to see is a deadline. I'd love to see the Victorian government cooperate with the federal government and set a date, that's what everyone needs here I think.

"December 4th it's the first weekend of summer ... up until that point make sure that everyone who wants to get vaccines can get them ... everyone who chooses to have one can have one, they get ready with their medical systems.

"Then on December 4th all of the restrictions, all of the emergency powers get wiped, they just get turned off."

Why isn't anyone asking why so many aged care workers are testing positive and spreading it? Have they returned from India?

Victoria has reported three new locally acquired COVID-19 cases,
as the state anticipates an announcement on the possible easing of restrictions from Friday.


Key points:

Five cases were officially reported, but two had already been announced on Tuesday
There were 17,538 test results received and 14,870 vaccination doses were delivered at state-run sites
South Melbourne Market has been listed as an exposure site for June 12

The state officially recorded a total of five new local cases on Tuesday, which includes two cases revealed by authorities at a Tuesday afternoon press conference, which are both linked to a Southbank apartment complex outbreak.

The health department said the three new cases revealed today were linked to current outbreaks.

There were 17,538 test results received and 14,870 vaccination doses were delivered at state-run sites.

Testing locations at St Vincent's Hospital, Alfred Health, Montague Street in South Melbourne, and Aughtie Walk in Albert Park reached capacity by 10:00am Wednesday.

A further easing of Melbourne's lockdown restrictions is expected to be announced today, including the end of the 25-kilometre travel limit.

Senior state government ministers and health officials are meeting this morning to finalise the details of the new arrangements.
