The CPRS was fairly weak but once a framework was set up the number of permits etc could be reduced over time. Rudd didn't negotiate with the Greens because of their rigid insistence of 40% cuts straightaway. Like what a child might want and the Greens didn't have the numbers to deliver the ETS anyway.
