Police forced to drop thousands
of COVID-19 fines in Victoria

Police have been told to drop the majority of unpaid fines Victorians racked up during 2020 for breaching the state's COVID-19 rules.
More than 19,000 penalty notices were handed out last year, but most of those will simply be reclassified as cautions except for the most serious breaches.
Victorian Police Association secretary Wayne Gatt told 3AW this morning the decision to cancel the fines was frustrating for officers.
"None of this was fun for our members. It was a bit of a thankless job," he said.
Mr Gatt said the decision not to follow through on unpaid fines was ultimately a Victoria Police decision, and aired concern that it could be harmful to those officers on the front line.
"The job is tough enough for them.
"You need to be careful that if you say you're going to do something, you actually do it, because the people that are harmed are the people on the front-line that are then asked to enforce and hold it all together in a time of crisis," he said.
The Police Association secretary said it was critical to maintain consistency in order for offenders to understand the consequences of their actions.
"If you make it a systemic understanding with offenders that police are going to take a template model … the withdrawal or discontinuance of matters then what you potentially do is … make that enforcement job of the police a little bit harder.
"We don't want to do that."
By October last just 845 fines had been paid of more than 19,000 issued.
At the time Premier Daniel Andrews said rulebreakers must pay their fines, warning "we will come after you if you don't"."If you want to avoid a fine, follow the rules," he said.

I remember saying somewhere, how are they going to collect the fines? Handing them out is one thing, being able to make people pay up is something else.

Some of the fines were $5,000 or a lot more.
It was too much for most people -
the Govt. would have had to have jailed 1000s of people
instead of collecting the fines -
and there is no room in our jails.
