All legislation in this area is totally illegal.
Governments cannot intervene in a private contract signed between two
parties.
Tenants upon payment of their rent, according to the stock standard lease, are entitled
to the "peaceful enjoyment of the property"
If rents fall behind, landlords are entitled to evict.
This is a fiasco.
