1st question - Who? ... Israel? ... strategic blunder. Lebanese Christians (Maronite Catholics and Eastern Orthodox) were Israel's only friends in the region for quite a while, and the explosion obliterated the Christian part of Beirut.

2nd question - Why? ... Who stands to gain from blowing up Lebanon?

Now if as has been reported (Hamas or Hezbolah - forget which) did have a munitions depot nearby (probably who was stealing the ammonium nitrate, requiring the site to be welded up) sure a conventional missile hitting the stock pile would give the desired result. So that puts the Israelis in suspicion, but massive collateral damage of your long standing allies (the Christians) would be a monumental own goal/maga blunder.

So until a reasonable alternate theory pops up, I'll just accept the conventional narrative.

A pulsing signal has been detected from under the rubble of a building that collapsed in the Beirut port explosion last month, raising faint hopes that there may be a survivor there.

A sniffer dog belonging to a Chilean search and rescue team first detected something in rubble of a building that had previously been searched. The team then used audio equipment to listen for a possible heartbeat, and detected what could be a pulse of 18 to 19 beats per minute.

It is extremely unlikely that any survivors would be found a month after the blast, which killed 191 people, injured 6,000 others and damaged thousands of homes. The past few weeks have been extremely hot in Lebanon, with high levels of humidity.
