Victoria’s ‘disposable people’: Aged care residents with COVID-19 turned away from hospital

Elderly people in aged care facilities who are infected with COVID-19 are being refused hospital admission and are instead being sedated in nursing homes.

A letter provided to the families of residents at Glenlyn Aged Care in Glenroy reveals the Royal Melbourne Hospital turned away two patients with coronavirus who were wandering around the nursing home, increasing the risk of the virus spreading in the facility.

Dr Robert Hoffman, who visits eight nursing homes, including Glenlyn, says he has seen the “appalling” situation happen at two facilities, but he understands it is more widespread.

He told Neil Mitchell people with COVID-19 are less likely to survive coronavirus if they are forced to stay in aged care.

“The idea that we can sedate people and monitor them safely in nursing homes is wrong,” Dr Hoffman said.

“It’s unproved. You need equipment and you need staff.

“Care staff basically have six weeks training … They can’t monitor someones vital signs.”

Dr Hoffman says in situations where a person is highly likely to die from COVID-19 within a day or two, it’s appropriate for them to receive palliative care in nursing homes.

In all other situations, he says they should be hospitalised.

“If people are unwell, if they’re wandering, or if the nursing home is so devastated by staff being affected by COVID, they should also be moved to hospital even if they’re well,” he said.

Neil Mitchell says he never thought he’d see a situation like this in Australia.

“It seems we now have disposable people,” the 3AW Mornings host said.

“Jenny Mikakos, the Health Minister, has got to answer to this.”

I'm glad no-one I care about is in a nursing home. If they were I would pull them out.

Ibrahim was very scathing of aged care in Australia...not only in Victoria...
I spoke with an overseas visitor in Sydney about 20 years ago...
He was staggered at how we treat our elderly in Australia...
No money in it for Governments I guess....

I don't know about other states but the vast majority of them in Sydney are Filipino.

Coronavirus: ‘Hospital does not want them’, say relatives

Elderly people infected with COVID-19 are arriving at Melbourne hospitals, being refused treatment and sent back to their aged care home in a move devastating families.

One nursing home, Jewish Care in Windsor, had two residents turned away from hospitals in one day, including one who was refused admission at both The Alfred and Cabrini.

Another facility – the Glenlyn Aged Care in Glenroy – told the families of residents that Royal Melbourne Hospital “would not be accepting (residents) and they were to remain at the facility and be placed on end of life care and/or be sedated if they were wandering”.

“Please know that we have tried our utmost best to transfer the residents who we cannot isolate to the hospital but, to put it simply, the hospital does not want them,” management at Glenlyn, which is home to residents with high-care needs, told families.

The Australian on Tuesday revealed aged care home residents, some in their 40s, were being sedated instead of hospitalised or moved to another facility where they could be kept in isolation.

But Victorian health authorities are also refusing to hospitalise coronavirus-infected elderly people from aged care homes — even without clinical needs like dementia.

On August 3, Jewish Care transported one resident with COVID-19 to The Alfred but that person was refused admission and sent back to the aged care home. Another resident was sent to two hospitals and turned away at both.

“The family of the resident wanted their loved one to go to hospital but she was refused admission at both the Alfred and Cabrini,” Jewish Care’s community general manager, Vanessa Cohen, wrote in correspondence seen by The Australian.

“As an Australian citizen, I am completely dismayed to witness first-hand the devastating situation in our public health system.”

Since that time, one Jewish Care resident has died, 17 staff have contracted the virus. The Windsor facility has 26 residents with coronavirus who are understood to be still in the aged care home and not in hospital.


There are now 1932 active cases relating to aged care facilities in Victoria, one-quarter of the total number. There were 16 deaths linked to known outbreaks at aged care centres — out of 21 — recorded on Wednesday.

The Department of Health and Human Services declined to comment on Tuesday and did not respond to requests for details about the latest hospital refusals on Wednesday.

But Daniel Andrews has denied aged care residents are being denied hospital treatments.

“Transfers to hospitals, the notion that people are being refused is not the advice I have,” the Victorian Premier said.

“There are some in this industry that would no longer like to have all of their residents under their roof, that would be easier perhaps.”

Mr Andrews said 476 aged care residents had been transferred to hospital. “The mere fact that the number of residents who are being transferred to hospitals continues to grow each day would indicate to me that our clinical staff are making very difficult judgments based on clinical needs and based on the circumstance of that particular resident,” he said.

But Robert Hoffman, a doctor who works in aged care homes, said hospitals had previously been quick to take patients.

“The response from the Royal Melbourne Hospital was fast and effective and 20 residents were transferred to public and private hospitals across Melbourne. This was because they were unwell or were unable to be isolated due to dementia,” he said. “Now in level four lockdown the public health response is the opposite.”

Glenlyn, in its note to family members, said it had “pleaded with DHHS, the Victorian Public Health Unit, the Royal Melbourne Hospital and the Aged Care Quality and Safety Commission” for help but had been told that hospitals “did not have enough beds”.

Instead the aged care centre, which has 23 residents and six staff test positive for COVID-19, was advised to either sedate those infected if they have dementia and are at risk of wandering, or put them on end-of-life medication.

The practice of sedation is controversial.

An Aged Care Clinical Advisory Committee paper, part of a federal ministerial submission provided to the aged care royal commission last year, concluded there was “clearly a problem with the overuse of antipsychotic medications and benzodiazepines in (residential aged care)”.


Jewish Care declined to comment.

I would be just hazarding a guess but I believe most who work in aged care are pretty dedicated decent people..

we seem to expose the few who do not do the right thing but never those who do do the right thing..

how many of those family members who complain bitterly put their hands up to take their aged care mum or dad home where they can give them 24/7 care and know its the best??????..

so far I havent noticed a rush....most aged care are i bed ridden...which is not for the feint hearted by any means...others manage to get into a wheelchair where once again every little thing they need help with.....its a daunting job

I would like to think we came up with solutions rather than accusations of neglect....

I remember someone bitterly comlaining how she had bought her dear dad some new pyjamas all labeled and when she went to see him next he was clad in this tatty old pair as per usual... my suggestion why dont you take them home and wash them for him....went to deaf ears....



we can all help the system for goodness sake we help the education system how many of us did canteen or book reading classes when their kids were in kindy??..who remembers being on the P&C all volunterry ??????... what about your kids local footy club????...yet when it comes to the aged we drop the ball.... and they need more help than ever.

Moving aged care residents to multiple Melbourne hospitals amid Covid-19 'could be catastrophic'

Two nurses working at a private hospital accepting residents from Victoria’s beleaguered aged care system have tested positive for Covid-19, with a senior doctor describing the mass transportation of elderly residents to hospitals as a “catastrophe waiting to happen”.

The Victorian premier in July responded to coronavirus outbreaks in aged care homes throughout the state by saying he had “no confidence in infection control” in some of the facilities and that residents from those homes would be moved into private and public hospitals.

There are now 122 aged care facilities with active cases of Covid-19 and 138 deaths have been liked to aged care. Meanwhile, more than a quarter of the 322 new cases of the virus throughout Victoria announced on Monday were infections in health care workers.



Victorian nurses ask for urgent PPE as more than 730 health workers sick with Covid-19.

A spokesman from Knox Private hospital in Wantirna, 25km east of Melbourne, confirmed two nurses caring for aged care residents transported to the hospital had tested positive.

“The origin of the transmission has not been determined,” the spokesman said. “Contact tracing identified three other staff members who had close contact with one of the affected individuals. These staff members were all asymptomatic, were isolated and have subsequently returned negative Covid-19 results. We continue to contact trace, retest and support our staff.”

Guardian Australia has been told by senior doctors that all nurses at the hospital had Covid-19 tests before patients from aged care were accepted, and all nurses at that time returned a negative result. Knox Private is said to have among the more stringent protocols regarding infection control and personal protective equipment (PPE).

“We regularly Covid test all asymptomatic nursing staff caring for Covid patients,” the spokesman said. “Like other health services treating Covid patients, we have robust safety and infection control protocols in place.”

Dr Mark Rudelic, a senior specialist working at a Melbourne public hospital, said he was concerned by the decision to move aged care residents to multiple hospitals throughout Melbourne because of the risk of infection.

“I’m worried it was a very poor decision to move them to multiple different hospitals rather than picking a couple of designated hospitals where you could strictly monitor infection control and only accept and treat Covid-19 residents,” he said.

“But we have sent them all over Melbourne now. You have private hospitals in the north, south-east and west who have all taken patients from aged care homes, and the potential for spreading the disease then increases when you have to worry about infection control in all of those hospitals.

“There is potential for spread through all the private hospitals. I fear this move could have been a catastrophic mistake.”


Guardian Australia has repeatedly asked the Victorian government for a list of all hospitals with active cases of health worker infections but is yet to receive a response.

Coronavirus: Victoria to home-test vulnerable people as 322 new cases and 19 deaths reported.

On Monday, the Royal Australasian College of Physicians (RACP), which advocates on behalf of more than 18,000 physicians and 8,000 trainee physicians across Australia and New Zealand, released findings from a member survey that found a significant proportion were resorting to buying their own protective equipment, and almost half had limited or no access to N95-grade masks.

The survey was completed between 30 July and 3 August and 677 responses were received.

The RACP president, respiratory physician Prof John Wilson, said hospitals must provide staff with the correct PPE to do their jobs safely.

“The results of this survey show that in some public and private settings, this isn’t happening,” he said. “I suspect that a similar survey of aged care facilities will be just as revealing.

“We have serious concerns about the safety of our members on the frontline. While they are putting their lives on the line to tackle this pandemic, our government must be doing everything they can to provide them with sufficient protective equipment.”
