That ought to be the job of Corrections and Parole Boards. They are each failing up, and people on parole are committing very serious offences.

yesterday I was reading about a guy who knew this lunatic from way back.

once he had a party and when everyone got there he put a gas bottle at the front door and announced that if anyone was to leave the party then he was going to shoot the gas bottle and blow it up.

He also said that this guy was never quite "Right" in the head.

And yet the parole board thought he was just fine -
he'd been reformed.
