The father of a Melbourne man massacred by Rwandan militia says he is reliving "20 years of grief" after discovering his son's alleged killers were resettled secretly in Australia.

He says comments from the PM make things even worse.

The ABC spoke with David Roberts, who lost his son Steven in the gruesome attack in a Ugandan national park in 1999.

Mr Roberts said he was not told the two men were part of a US/Australia refugee swap deal and that he found out by watching the news last night.

"After 20 years you start to get over it a little bit and get on with life a little easier, and this has just brought it all back, really totally unnecessarily," he said.


The story broke in US media on Thursday. It detailed how on March 1, 1999, a group of up to 150 militia stormed a campground searching for tourists.

Two New Zealanders, two Americans and four British citizens (including Mr Roberts) were all brutally murdered.

Three Rwandans involved in the attacks admitted to the killings and were extradited to the US but the case fell apart when it was alleged prosecutors relied on confessions allegedly obtained via torture.

One of the men remains in an immigration detention centre in Miami, Florida, but the two others were secretly sent to Australia.

Immigration Minister Peter Dutton did not reach out to Mr Roberts to inform him of the decision.

Mr Morrison said the allegations against the two Rwandans were "claims, not facts". Those comments were labelled "disgusting" by Steven Roberts' grieving dad.
