Yeah, it's pretty obvious that Noor was a token of the left, a trophy to show how multicultural they are.
But after the incident, he clammed up and refused to even speak to investigators.
The bottom line is, Noor was a jumpy, paranoid, freaked-out, unqualified sham of a police officer, and had he been a regular white American dude, he would have washed out of his police training classes long before he ever received a uniform, a badge and a gun.
But that's the American left for you: The PC narrative is more important than public safety.

One would think that these 'tokens', brought in for the sake of some misplaced minority quota, should be given more intense training rather than being fast tracked into a position where they carry a weapon.

This case reeks of lies...and an overall Police coverup...
noor says he had to make a split second decision...
Why...
There was no gun, no knife, no baseball bat...there was nothing...he didnt see anything....
noor had Justine in his sight for a split second, and he killed her...
There was no threat to his safety..
He panicked...he shot her because he "thought" there was a threat...so he says....
He was wrong...and he should be convicted because of his criminal negligence.
The prosecutor, if she is worth her salt, should be able to secure a conviction...
I am still left with the thought of "what did Justine actually see...what did she know..."
Was there a need to silence her...
There were witnesses in an early report who stated that they saw Justine talking to the Police, then
noor shot her....where are they..too afraid to come forward...why...
It would seem that if noor is acquitted, Police in the US can simply say "I was in fear for my safety..so I killed her/him"
Is that so?
What happened to prudent and intelligent reactionary skills....

I don't think it's as complicated as Justine seeing or knowing too much.
I think it's as simple as this: The leftist administration of Minneapolis wanted a trophy cop whom they could hold up as their shining example of diversity.
Why? I don't live there, but my guess is that the average Minnesotan would be overjoyed if the U.S. deported every Somali immigrant who was imposed on their city without so much as a single vote by the populace. It's not the duty of modern Western nations to serve as a spillway for the refugees of every Third World nation with internal problems -- particularly those from a religion that leads the world in terrorism.
In short, nobody voted for Somali immigration, but lefties -- who have trouble winning over native-born Americans with their harebrained policies -- embrace foreigners as a way to establish their own plantation of reliable voters.
So anyway, Noor was the left's trophy, and their self-congratulation-worthy evidence of "See what a wonderfully multicultural person I am" ... but as usual, they put identity politics ahead of competence and readiness. And what they ended up with was a trigger-happy, scared-of-his-own-shadow screw-up who panicked at the peripheral approach of a 40-year-old woman in pajamas.
Then again, who knows what Noor was like in his home country -- maybe he routinely blasted his neighbors when they wandered too close to his house. At any rate, I feel fairly certain he'll be sent to prison for his fatal freak-out. There's just nothing about this incident that justifies gunning down an unarmed lady who simply approached a police car and may have raised an arm. I mean, did Noor suddenly imagine he was in an Old West movie, riding through a town full of banditos?

Maybe they will rethink their fast track policy for Somalis in that area and get rid of some of the stupid women in charge. Both tokens for a quota.
When you are led by a misguided quota system this is what happens and people tend to be picked solely for what they are rather than their suitability.
