No idea. Why don't you ask the authors, "Nicole"? I am merely the messenger, reporting what I found. I am not the author of the message.
I have put forward my views on what they types in their report. If that doesn't satisfy you, then there is really only one alternative, now isn't there? That is if your honest about it...

We’re not actually Brian. My point is that when you get two (or more) tribes that are inamicable to each other, and resources are scarce, another hitler will rise, as in Germany.
We need to triple food production by 2050, Australia is struggling for water, and last year alone IIRC Australia let in 115,000 immigrants. It’s not rocket science to figure this is a ticking time bomb.

All we need to is establish new cities where the water is - in the Top End, "Nicole", rather than where the water is not.
As for Muslims being "inimical" to Western Society, it appears to me that it is only some in Western Society that is being inimical towards the Muslims, rather than the other way 'round, "Nicole". Just as many westerners are inimical towards Asian immigrants, Gays, Lesbians, you name it, there is always a group that someone is going to be pissed off about them...
However, it you wanted to talk about that, why ask about Nazi Germany? Always remember L.P. Hartley's words, "the past is another country, they do things differently there..." The past cannot repeat, something similar might occur but not necessarily the same, "Nicole", no matter what you wish for...

They too liked socialsm and also didn't recognise they were supporting and participating in fascist extremism and intolerance,
