Immigration is a huge concern and if the Lab rats had a better policy on immigration I might warm to them a lot more. Instead that idiot Shorten wants to expand on immigration
Other than that I don't really care.

In theory, you are correct but .......
Most people wouldn't have a clue who their local bloke is, what Party he belongs to ... less alone his name. So .... voters (who aren't rusted on and vote because that is what their Father did) only "know" the Leader of the Party .... IF THAT. The average voter doesn't look at the "policies" and might vote just because one of "the Leaders" said they would do "something or other".
Swinging Voters don't necessarily look at the "policies", they check whether they "like" the bloke or not. Thus far, all we have seen "on the News" is Bull Shitten, ScoMo and that FAT bloke with all the dough who has lotsa ads that annoy.

Disagree about swinging voters. I would say that most swinging voters 'swing' because of policy not because they like the look of someone. Policy is the sole reason they swing.
