Three key words there "failed" and "virtually succeeded" which also means failed right?

Nope, it means it was never tested. Nixon was told he would be impeached if it ever came to a vote and he resigned instead. Clinton's came to the vote but failed by one vote. One vote more and he'd have been arraigned in front of the Congress and Senate in a joint sitting. Which is why I've said, "impeachment is a heavy-handed instrument," BO.
