Indeed, if Obama had presented to Congress a government plan anyone may join or opt out of, with a income line if you are below you will be funded or subsidized by tax dollars and then offered tort reform to get moderate Republicans on board (some estimates are that almost 20% 30% of doctors cost is malpractice insurance and the frivolous claims that are being made) it would have sailed through.
Any actuary will tell you the more people in a plan the more cost effective it is (spread the risk) this plan would have 40 million from the get go, perhaps 70 to 100 million including those who are insured but fear they will loose their insurance if they loose their jobs.
Over time, as this government plan was seen to be less costly and far safer for the individual, it would have most Americans in it, of that I am sure. But they need to volunteer to go.
Indeed, there are some legal scholars claiming that the government demanding you buy private insurance (which the congressional bill does, it does not create a government service) is unconstitutional, the government has never demanded you buy a private service or go to jail before. Even with drivers insurance one can opt not to drive, one can not opt out the Congressional requirement to buy private insurance in this proposal.
What the Congressional plan does is force more money into a private medical insurance industry that is already too costly and rations care through causes like “prior conditions” or conditions considered not covered.
Obama showed no leadership on this, LBJ, when he presented Medicare, had the plan cost and worked out before it went to Congress, he controlled the debate.
