Who would go? I agree with Boxy- it may be settled but as an in between for exploration of other places. Doesn't mean it wouldn't grow bigger over time. Though the discovery of water on the moon was very interesting.

Well if there is ever an economic reason to go, people will go.
But I imagine if it is possible people will go anyway, it is what we ape-humans do since we left big Moma Lucy, we leave home.

The Russians are not actually occupying the sea bed, (if a flag be our sole guide well then the US owns the Moon), none the less they did have the smarts to realize the North Pole is melting and it will be much easier to get to all the oil believed to be in that sea bed, which ironically the explotaion of may make the pole melt even more and make it even more easy to get to that oil.

Russia were (2007) just trying it on. There are clear laws about who owns what ocean territories, and planting flags has nothing to do with it.

There are clear laws about nuclear profliferation which Iran and North Korea seem to ignore, clear laws about carving up a UN nation state which Russia has ignored in Georgia.
Laws won't stop the Russians exploiting that territory, but the US Navy might.

Same with all laws though, Frog. If they're not backed up with a bit of grunt, they may as well be voluntary.
Nations (and their allies) are much more likely to stand up for their rights, though, if they have a legitimate basis. Sticking a flag at the bottom of the ocean doesn't stand for squat. Parking a nuclear sub there, that may be a different matter.
