The "house them in the community" effort was in response to the previous "lock them up and throw the keys away" style of treating the mentally ill. It was fashionable in the 1970s to first tear down the walls and then shut down the Asylums for the mentally ill. The point however, is that Americans believe they have a "right" to own a firearm. Downunder we only have a privilege, thankfully.
I have long believed that what America needs to do about guns is accept that their "right" is limited - it is, actually in fact - they cannot own a fully-automatic firearm except under regulation. All they need to do is extend those regulations to semi-automatic firearms. What they need isn't new gun laws, they just need to enforce the existing ones.
I was pleased to hear that, here in Canberra, they are setting up a "place" to house those people with "severe mental problems" rather than let them roam the streets. Whoever decided that people with severe mental problems were better off out "taking care of themselves" was severely mental themselves. There is absolutely nothing wrong with limiting contact with the outside world and being TREATED, for people who are not only a danger to themselves, but a danger to the general public.
A great idea but it was overturned by the Politicians who saw it as a way to save money. They never spent the money on the necessary community care and treatment centres. Most of the homeless in the Western world are suffering from mental illness.

Why should The Federal Government be responsible for "health care" when it is the responsibility of the STATE Governments?
I was pleased to hear (from someone in the know ... I don't think it has been publicly announced) that Symonston in the ACT is where this new facility is being erected. My Ophthalmologist was at the Canberra Eye Hospital out there and has since moved to Deakin ... so that buildings can be demolished and the new "facility" built.
IF this is for real, the ACT Labor/Green Government is worth a point (only one, mind you). They have had to do something to keep all the Chardonnay drinkers and pot smokers happy.
