I am correct about the NBN and you are correct about the NDIS and Gonski.
None of it budgeted for except a small trial. The NDIS will be like sickness benefits on steroids.
There are already land developers building apartments focusing on the disabled because they know it will be a reliable income stream to pay for them.
Every bludger will be claiming a mental illness, autism etc that cannot be easily checked for fraud.
