This would go on everywhere. It's a good deal for couples who want a bit of space to grow their own vegetables. 25 hours work a week is nothing and they get their accommodation paid for. They've got all that spare time to do their own thing in the fresh air. If they lived and worked in the city - they would have a lot more stress and probably less cash left over after living expenses.
