It has so far, but it's not like we have a huge dataset to look at. If this logic were true, people with guns would never get shot.

Yes. Pubically they might be the wrst of enemies, but be sure theirs a hot line directly linking governments to discuss things befre they get out of hand.

So what the fuck happened?

India go the bomb and realized that shit ai't cool.

Then Pakistan gained the bomb.

Ever since they both send officers to witness any tests of bombs or delivery systems, including potential delivery systems like satellite launch systems.
