Radiation facility?

In the Australian about 2 weeks ago I read a public notice from some bureaucrat (director or commissioner of some agency - forget title),
stating their intention to make a decision regarding an application for a "Radiation Facility" (no details) at Holsworthy Army base.

So what could it be?

Reactor? Doubtful, there's one at Lucas Heights 15 minutes drive (3 minutes by helicopter) east via Heathcote and New Illawarra Rds.

Cyclotron? Unlikely, a hospital would probably get one first.

Food Irradiation plant? What for? There's one at Wetheril Park about an hour away.

Decontamination centre? Possible, but what's that like? A quarantine station or medical centre?

Used reactor fuel rod storage site? My best guess considering Jihadis desire for dirty bomb ingredients and the unguarded used fuel rod storage facility beside the old tip at Lucas Heights. If so, about bloody time!

France is sending our nuclear waste back to us and it's probably going to Holsworthy. I don't know why we sent it over there in the first place because the French people were totally against it. Howard made a deal years ago for a global nuclear waste dump in the NT somewhere, so that will possibly be put into action soon. This is originally why the Gahn Railway was built hand in hand with Halliburton - to transport nuclear waste.

Transporting depleted uranium by ship is probably more environmentally reckless than any massive oil spill.
A ship laden with nuclear waste is heading to Australia from France, despite concerns raised over its safety record.

The BBC Shanghai, flagged to Antigua and Barbuda, is on its way to Port Kembla in New South Wales from the French port of Cherbourg with a cargo of reprocessed nuclear waste.

It’s outrageous the BBC Shanghai is heading towards Australia and is not outfitted to safely carry nuclear waste.

The 25 tonnes of waste was originally generated by the Australian Nuclear Science and Technology Organisation and sent to France in 2001 for reprocessing.

Environmental groups have raised concerns over the safety of the BBC Shanghai, pointing out it has been blacklisted by the US due to its record.

From memory, part of deal with us selling uranium to France was that we take the waste back.
However, many countries have been sending nuke waste to France for decades because France supposedly has the only nuke waste disposal facility in the world. They dump it in the Pacific Ocean in an area known as French Polynesia.

The nuke waste dump in OZ was to be at Muckety Station owned by some black fella tribe.
The Ghan railway was originally built in 1929, named after one of my maternal Pashtoon camel driving ancestors, but never completed.

The completion of the Ghan was indeed in league with Haliburton for the primary purpose of transporting nuke waste, but as far as I'm aware the Muckety Station deal has been scuttled. Well for the time being at least.

Anyway my question was, what precisely is the "radiation facility" intended for Holsworthy?

And the lack of security at the used fuel rod storage site near the old Menai tip is too enticing for Muslim apocalypse lovers.

EDIT ADDITION - The Israelis first acquisition of nuclear material was by hijacking a French ship carrying radiological materials.
So yes, piracy by Jews is acceptable, but not anyone else.
