OK, I'll say that treating all "sex offenders" in the same way (zero tolerance) as is the fashion in the US lately, is counter productive. The serious predators get treated little different to flashers and teenaged "statutory rapists", for the rest of their lives (once they are paroled).

The judiciary needs to retain the ability to treat these things on a case by case basis, depending on the evidence provided.

Yes, sex offenders in the United States are marginalized to the point where they really have nothing to lose if they return to their old ways.
