The issue of foreign companies importing cheap labour has been on the cards for quite a while now - several years.
But the issue of foreign companies paying lower than award wages had been around for yonks.
In 2001 my (now ex) defacto had a job cleaning rooms at the resort on Lady Musgrave (or Lady Elliot - forget which) Island.
The Island is OZ territory and is mostly covered by a National park. But as the Island is more than 12 miles off shore, it is not within our Exclusive Economic Zone. This allows GE [same GE who make household appliances, atom bombs and run a finance/personal loan company] who own the resort to use Off Shore Employment schemes.

Not only did GE pay below award wages, but employees had to buy their uniforms and pay for plane fares to and from work/the island. And when off work employees were expected to leave the island within 1 day.

If Rawsack doesn't believe it, he could always prove it one way or the other himself by applying for a job on Lady Musgrave (or Lady Elliot - which ever with a resort) Island.
