Clearly you think everything under the sea/ocean is ocean floor. That is not so. The term continental shelf is a common one and most know what it means. The floating oil rigs drill the continental shelf, not the basaltic ocean floor. To a layman like yourself you may not realise the distinction between continental shelf/floor and ocean floor.
