Is it correct NDIS was being funded by the Carbon Tax?

Joe Hockey now knows but we don't!

Is the Coalition only playing Carbon Tax repeal as the tax is needed to fund NDIS?

Coalition is gesture games only on repealing the Carbon Tax, to actually do so would mean introducing a new tax in its place to pay for NDIS. :hush
