The only way to combat this is to put potential cabbies through a series of integrity tests and get them to sign an allegiance to decency and benevolency. This is unlikely to happen. Driving a cab wouldn't be a great job, especially in the city where they're also subject to robbery and assault. Of course you're going to get a rogue cab driver occasionally amongst all the decent ones, but this happens in many workplaces. At least the cabby offered a barter of sorts when so many males expect sex for nothing.

In the cities there is always a shortage of cabs and it's no surprise why.
