Yes Ruddy did push for bigger say of China in UN, IMF etc but the White Paper on Defence did note that there could be problems form an ever increasingly stronger & better armed China.

If it's true - that's good news, but it could be a smokescreen. It seems a bit suspect that this sort of information was made public by the Chinese.

That is because Rudd is more inscrutable than China. Neither ever really say what they think or mean.
