Meantime, we are recovering from the mess Howard & Costello left, a private sector heavily indebted due to the credit fuelled spending boom 2001–7. Instead of keeping most of the surplus and spending some on infrastructure the surpluses were returned as tax cuts and pork barreling, feeding that borrow–spend boom and causing inflation because money wasn’t spent on infrastructure.

Then came the GFC and the private sector saw economies going to shit the world around, banks failing and house prices no longer rising and in some cases falling precipitously. Spending no longer a thing to do, paying off mortgages and credit cards became the urgent task. Rudd’s stimulus and bank guarantees meant we did not go into recession—the best keynesian response ever.

A surplus is the govt taking more from the private sector by fees and taxes than it put into the private sector by paying contractors, public servants and pensioners etc. A surplus just is not indicated right now.

Now, austerity in the EZ and UK, sluggish recovery in the US sees Chinese economy slowing, with the obvious effects on our economy. Now is absolutely the worst time to try for a surplus.

Nothing inherently good or bad about surpluses or deficits, depends which setting is correct at the time.
