Election plans up in the air as Rudd tells world leaders he'll be at G20 in Russia

PRIME MINISTER Kevin Rudd is telling world leaders he will attend the G20 summit in Russia in early September - signalling plans to delay the election.

The Prime Minister - who is under pressure from his senior colleagues to go to the polls on August 31 - has been hitting the phones to call every leader from the G20 forum. kevin's ego wouldn't let him miss this event.

French President Francois Hollande spoke with Mr Rudd on Wednesday with the French leader's office later disclosing that he "will meet Mr Rudd face to face in St Petersburg in September".

But in a sign that Mr Rudd is keeping the poll date open - and the public guessing - legal advice is being sought on whether he can call an election via email.

It is understood the Prime Minister and the Governor-General Quentin Bryce are both seeking advice on whether they could electronically sign a proclamation dissolving parliament and issuing writs for an election.

Traditionally the Prime Minister visits the Governor-General's residence in Canberra or Sydney to confirm the election date but Ms Bryce is visiting far-north Queensland until Thursday.

The pair can technically meet at any location of their choosing or even simply discuss the matter over the phone.

"Legal advice is currently being sought over the issue of the proclamation which needs to be signed by both of them," a source said.

Mr Rudd would have to call an election by Monday if he wants to hold an August 31 poll. With Labor's primary vote climbing back to a competitive position, senior ALP figures are urging Mr Rudd to call the poll date quickly.

But the prospect of attending the global summit - which will also include US President Barack Obama, British PM David Cameron and Chinese President Xi Jinping - is proving a strong lure.

Australian embassies in G20 countries have been told to facilitate times for Mr Rudd to speak with the country's leader.

Australia will take over the chairmanship of the G20 from December 1 with Brisbane to host an event - involving an estimated 10,000 delegates and media representatives - in November 2014.

A spokesman for Mr Rudd said the Prime Minister has had "numerous discussions with leaders of G20 nations" in recent weeks. And kevin 747 has been flying everywhere recently too.

"The Prime Minister does not comment on the content of these talks. Australia is a key player in the G20," the spokesman said.

The Prime Minister is understood to be keen to discuss the coming year's agenda with other leaders ahead of the St Petersburg summit. now there's an ego for you.

With the unofficial campaign in full flight, the Government and Opposition traded blows over the accuracy of budget numbers. Treasurer Chris Bowen accused the Coalition of "softening up" voters for not fully revealing election costings.

Abbott cops a slagging for how he walks, what he wears, how he talks, etc, etc, etc... well it's fair then to balance up the slagging with some real facts.

I pinched this comment off Pickering's latest blog. Thought it hilarious.

I've got an idea lets make the election a TriAthlon between Rudd and Abbott. They have to Run, Swim and Ride. Whoever wins gets to be PM and take his party to Govt. Kev will have a stroke just trying to fit into his speedos. In fact Tony could give Rudd a two day head start and Tony would still finish before him, if Rudd didn't drown first. Pudgey little wanker.
