Looking through that it gives me the impression that Australia is just an outpost for the CIA and the US military.

Well none of it is really secret SN. Although I'd think OUR SAS aren't happy about the publicity. The rest of the facilties are known etc. Pine gap is the only joint faciltity. The new base for US marines in the NT will be another. Nauru is hardly Top Secret (or other detention centres) so I gather most of the other claims are just there to beat up the article. The sigs base is not a secret nor is echelon.
It's good we have all these facilities, we should have more.
Calling detention centres, defence bases, Maralinga and restricted sites, TOP SECRET is way over the top. I'd expect all those restricted sites to be restricted, wouldn't you?
