I was not aware that bin Laden just funded it. I knew he funded it but I thought he had a greater hand in it. I understand he would issues directives for things to happen that others would plan and execute the details. I would expect an underling to look after the details. He would have approved 9/11 as the "General" in charge I assumed.
I recall an early video where bin Laden took responsibility on behalf of his organisation.

head of the TERRORIST organisation which planned and flew 2 aircraft into 2 skyscrapers killing thousands of people and a third aircraft which killed everyone on board and a fourth which hit the Pentagon.
It's an organisation for Pete's sake not a one man show. he trains people or has them trained he gets bombs built and people get dead because of the people in the organisation he heads, because of operations he sanctions.. Point of law... if you hire someone to kill someone for you, apart from soliciting a crime, you are also guilty of it in the eyes of the LAW.
